Yagharek, the Garuda, had his original wings cut off in the Cymek desert by his tribe for committing Choice-Theft. Hoping to have working wings remade, Yagharek, while in exile from his tribe, travels to New Crobuzon in search of Isaac Dan der Grimnebulin the scientist. In order to better blend in as a respectible garuda, Yagharek wears a fake set of wooden wings he straps to his back. 

"Yagharek hides his shame by wearing the illusion of wings under his cloak."
