This somber, tonal landscape of reaping day was shattered by the arrival of the Peacekeepers in their contrasting white and black uniforms. The Peacekeepers were controlled by the Capitol, and were tasked with maintaining order throughout the nation of Panem. They essentially acted as the government's internal security force in the various districts. They ensured that the Capitol's laws were obeyed, and punished those who broke them.

“Peacekeepers also form the bulk of the Capitol's army, serving as foot soldiers and piloting hovercrafts.”
