The 75th Hunger Games, also known as the Quarter Quell, was hard on everyone because the past Games winners were to be reaped and again compete in the next Hunger Games. This meant that the Capitol favorites would have to say goodbye. The brighten minds and spirits, Effie wore a brightly colored dress on the reaping day with butterflies on every inch of it.
